About Us

Dr. Gibbs serves as Chief Operating Officer for CERM where he is responsible for achieving the financial goals and company strategic objectives as directed by the CEO and Board of Advisors. Specific responsibilities include directing, administering, and coordinating the activities of the project delivery departments and operations staff as well as realizing cooperating effectiveness and economies of scale by leading activities of business centers within the firm corporate wide. Originally from Huntsville, Alabama, Dr. Gibbs has over 23 years of water resources and executive management experience with an expertise in executive utility management and operations. An active community advocate, Dr. Gibbs advocacy includes serving as Board Chairman of the Georgia Piedmont Technical College Foundation, Treasurer of the Water Tower Institute Board of Directors, Chair of CERM’s STEM/STEAM Committee, and Board Member of the CERM Legacy Foundation. Dr. Gibbs has also served as Vice-Chairman of the South DeKalb YMCA Board of Directors. Dr. Gibbs holds a Bachelor's Degree in Environmental Science from Alabama A&M University, a Master's Degree in Civil and Environmental Engineering from The University of Alabama in Huntsville, and a Doctorate Degree in Applied Management and Decision Sciences/Engineering Management from Walden University. Dr. Gibbs is also a registered professional engineer in the States of Alabama, Georgia, Florida, Louisiana, Mississippi, North Carolina, Texas, and the District of Columbia.
